Google requires 12 people to keep a new app installed for 14 days before a solo developer is allowed to publish it. That rule is the only thing standing between Numeva and the Play Store right now.
The email matters. If you join with one address and your phone signs in with another, Google Play will say the app is not available — and it will not tell you why. Use the same one.
